When telnetting to an AS/400, I use signoff with drop line = *yes.
When telnetting to any other system which doesn't drop the connection after the
session ends, I use SysReq 2 - this seems to work OK.
Not elegant; if anyone has a better, I'd be happy to hear it.

After you have signed off, hit your Attention key (ESC on a PC, ATN on
some terminals). You will be presented with a menu on which there is an
option '99. End Telnet Sesion.' You get that option only when you're
TELNETing.
