Surely there is also an API to give you subsystem info - check the
system API reference manual

The Retrieve Subsystem Information (QWDRSBSD) API (one of the work management
APIs) can return the current status of a subsystem. I use it in our NIGHT
process to help control shutting selected subsystems down and getting them
started later.

You'll get 100% answer, but you'll also get a spool file...
It works fine on v4r1m0. I don't know it it works on earlier
releases...
