What is the qsysarb program ?

QSYSARB is a special job class known as SUBSYSTEM, it si named becouse of
it's function, "SYSTEM ARBITER", it cannot be stopped. It's job deals with
the assignement of communication resources, lines, controllers devices and
so on. so, you are probbably having some communications trouble and QSYSARB
is tryng to fix it. In order to know wich problem is it, try to investigate
the log of the job interactivelly by issuing WRKACTJOB SBS(QSYSARB) then
option 5 then option 10, after it F10 to show details, and browse the log.

Actually it is a 'System Job'. See the different lists of System Jobs
and Subsystem Jobs using the following requests <since V3R7?>:
WRKACTJOB JOB(*SYS)
WRKACTJOB JOB(*SBS)

QSYSARB is the system Arbitrator. It does many things but primarily it
handles devices. Its the magic program that auto-creates devices,
controllers, etc.

BTW, there are not subsystem jobs, they are subsystem monitor jobs. What's
the difference? Minor techincalities.
