Under the Workforce Innovation and Opportunity Act, displaced homemakers are considered dislocated workers. Through a network of Career Centers, the New York State Department of Labor provides a variety of services to displaced homemakers (e.g. dislocated workers) including but not limited to:

The U.S. Department of Labor's Employment and Training Administration (ETA) provides information on training programs and other services that are available to assist workers who have been laid off or are about to be laid off. For a list of programs nearest you, contact an American Job Center or call ETA's toll-free help line at 1-877-US-2JOBS (TTY: 1-877-889-5267). Services are designed to meet local needs and may vary from state to state. Some services for dislocated workers have eligibility requirements. Check with your State Dislocated Worker Unit for details.


The Dislocated Worker program is designed to help workers get back to work as quickly as possible and overcome barriers to employment. When individuals become dislocated workers as a result of job loss, mass layoffs, global trade dynamics, or transitions in economic sectors, the Dislocated Worker program provides services to assist them in re-entering the workforce. Services for dislocated workers are integrated and provided through a national network of American Job Centers (AJCs). The AJCs provide significant resources to states to implement workforce education, training, and employment programs and help displaced workers.

Services are designed to meet local needs and may vary from state to state. Some services have eligibility requirements; be sure to check with your local American Job Center for details.


Title I of WIOA authorizes services for eligible adults, dislocated workers and youth. Eligible adults must be age 18 or older. While eligible dislocated workers are generally individuals who have been terminated from their last employment and are unlikely to return to their previous industry or occupation, displaced homemakers and self-employed individuals also may qualify for these services. Adult and dislocated worker services are provided through locally based Career Centers. Comprehensive Career Centers provide access to a full range of services pertaining to employment, training and education, employer assistance, and guidance for obtaining other assistance. While WIOA requires Career Centers to provide specific services, local areas may design programs and provide services that reflect the unique needs of their area.


The Governor has appointed a State Workforce Investment Board (SWIB) consisting primarily of representatives from businesses, labor organizations, educational institutions, and community organizations. The SWIB assists the Governor in designing a statewide plan and establishing appropriate program policy.


Section 8 to Homeownership: Must be a Section 8 participant for at least one year, and be a first-time homebuyer, or single-displaced homemaker. Voucher assistance would be moved from rental housing to homeownership assistance. Other requirements apply.




T-S-T BOCES

Services provided primarily for adults include: GED High School Equivalency for ages 18 and over, (607) 273-8804, GED Home Study GRASP for ages 21 and over, English as a Second Language (607) 273-4095, Incarcerated Education Program (607) 257-1561.



At the Career and Tech Center, academics and Career and Technical curricula are integrated, providing a total education for High School students. Student can receive credits in math, science and Physical Education while completing a NY state approved career and technical program. Programs are available in: Computer Technology, Electrical Trades, Criminal Justice, Certified Nursing Assistant/Home Health Care, Culinary Arts, Early Childhood Occupations, Cosmetology, Heavy Equipment/Conservation, Auto Technology, Auto Body Technology, Visual Communications, Carpentry and Welding.



Students needing to develop skills necessary to be successful in a career and technical program may start their education at the Career and Tech center in a World of Work program. The World of Work allows students to develop work place skills while studying a life skills curriculum. The goal of the WOW program is to prepare students for either entry in a Career and Tech class or completion of high school with readiness for the workforce.
