Does anyone know where I can get a copy of Blitz BASIC 2 with all the
important libraries in ADF format for use with an Amiga emulator?

I suggest you buy BlitzBasic 2 (yes, it still can be bought, and it
is copyrighted) and adf it on a real Amiga.

Even better, wait some time for PD version of Amos Pro to appear, download
it from http://members.xoom.com/AmosFactory/front.html , and forget about
Blitz.

Don`t do that! AMOS can be used to learn programming for the first time but it
is a very bad choice if you want to create useable software!
