Yes there is: the MSDOS port of uae (the unix amiga emulator).

because something similar will be run on future (PPC) amigas as standard (for

well, the PPC-plug-in-board for A1200 will run games just like
a A1200 with fastmem (still too extended for some games :\ )

I hope games will soon work on gfx-card.
PPC versions of games with native mapper innerloops are too much dreaming ?
according to the released stuff most Amiga games developpers seem
to have vanilla A1200.

Yes, but it sucks (the PC, not the emulator).
What about buying for ~0 DM an old A500?
There're still great games, expecially old ones, cured in every aspect, unlike
modern games.
