Ummm.. Well, you need a surface base as well, but I can't remember
exactly what steps lead to this. Build a surface base and shuttle
and ship them out to the orbiter by IOS though, probably.

Er, yeah, I think so, quickest way to get your first few much needed
loads of rare elements.. Not sure if it's impossible to get mines
set up on other worlds before doing this, but it's certainly
pretty difficult. I wonder if I still have Deuteros somewhere..

Build an Orbital Factory in orbit around the moon then send down a shuttle from
it with some bandaids
on board and apply them to the ruined base then you can deploy some Dericks and
get what you need
to build more bases on other planets.

The Moon was once colonised by humans (see the predecessor game,
Millenium 2.2). It was abandoned as all its inhabitants moved back to
Earth, and the base on the Moon was forgotten. But it's still there,
albeit in need of some repair. What this means in game terms is that
you must build a Repair Kit (I can't remember its full name off-hand),
then take it to the surface of the Moon, for which you will need a
shuttle in the Moon's orbital station. You'll also need a crew for
that shuttle; I can't remember whether or not they need to be at
Captain level. You don't need any exotic materials to build the Repair
Kit, but you won't get any exotic materials from the Moon.

To get the silver which you will need for R-Frames, you must send miners
to the asteroids. Initially, all you can use is an IOS fitted with a
hydraulic grapple. This can only pick up small asteroids. It can't be
automated, so you need to check your miners every so often to see if they
have found something.

You may also find it worthwhile to put a grapple onto an IOS and send it
to Jupiter...

If you have problems getting experienced crews for your spacecraft, do
this: Put your basic crew in a shuttle (yes, a sub-orbital shuttle) and
activate the autopilot. Wait for days/months, checking in on them
regularly to see if progress is being made. This way, your crew should
gain experience soon enough.

It was this method, or putting the crew in an IOS on a short trip with
autopilot activated. It seems that docking and taking off again is what
gives the crews experience, apart from combat, of course.
