.toc invalid format error message - AIX 4.3.3 ML11 (with critical post ML11 patches applied)

As part of our disaster recovery efforts, I've bee trying to burn a CD with
the AIX 433 ML00 to ML11 AIX patches.
I downloaded this update, uncompressed it, used inutoc to rebuild the .toc.
I used mkisofs (v. 2.0.3.0) to make an iso image.
ftp'd the iso to my pc.
Used Roxio CD Creator 5 (with latest patches) to burn to CDROM.

When I try to use the CD in smit, I get an 'invalid .toc format' error
message.
However, if I use the *exact* same files I used to generate the iso image
but directly from a disk location, AIX accepts and processes these very same
.toc and files.

Is there a magic chant / secret handshake that I'm missing?
Any clues/assistance would be appreciated so I can use the .bff files
directly from CDROM during a system restore.
