Outline(aka table of contents) of c17_updated_proposed_fdis.pdf[1] is
mangled, specifically 3 and L.2, chapter numbers are there but captions
aren't. Does anyone have a dead-tree (or non draft) version of the
document and/or can shed some sight on the issue?
[1] Checked with pdf.js and 'mutool show _ outline'
