Anyone knows how to build a new voice for a new language in Festival Speech Synthesis System?

I am very interested in TTS. Recently I'm trying to build a new voice
for Chinese language. However, I find there are so poor documents on
this topic and I feel kind of puzzled, on how to analyze the phone set
of the language, how to generate a diphone list, etc.
I have successfully built a new voice for English voice.It's not on the
same difficulty level....
