From what I read in the documentation nethack 3.1 should have multi
dungeons in it. I thought every type of character should start at
an own start level where he would get a quest and could choose from
different dungeon entries.
But my game just starts like 3.0 at level 1 and I have not yet (level 8)
encountered the special level layout as can be seen in the dat directory
of the sources. I made sure the MULDGN option in config.h is set
and checked a few objects to see if they included functions that
are only there when MULDGN is set.
Did I miss something or is this normal behaviour? Could you shed some
light on this for me? Where DOES the start level begin?

It's no bug. On at least one level (usually level 3?) there
are two downward staircases. One goes to the mines, one to
the regular level 4.
