I am currently looking at PRCS and Aegis, I want to Look at CVS
also. What I am looking for is a tool that is easy for all
levels of my team to understand, and helps enforce our process.
Some of the requirements I have are:
1. source-control
2. support for branch/merge
3. some amount of support for the software life-cycle
4. some amount of support for Documents/Web pages would be nice.
5. Work with a Build mangement Tool or is one.
6. help us track changes to source code.
As you can probably tell I don't want much, and I am an experienced
user of CM, not an experienced implementor.

I applaud the fact that you want to make things better. It's people
like you that drive improvements in companies.
That being said, even a small development team of 10 engineers
(or so) represents a significant investment for your company. Why
are they not willing to invest a reasonable amount in equipping the
team with good tools?
