I'd like to share a dilemma with you, and hear your opinion:
We developed a new ClearCase add-on which automatically creates
ClearCase UCM developer environments in a Click.
Currently, this product ("GoMidjets ClearEnv") enables you to
automatically create new streams based on the RECOMMENDED baseline(s)
of the parent stream, including composite baselines.
We got a request (from one of this product users) to enable the option
to create new streams by PREVIOUS baselines, and even more - to enable
the end-users to select those previous baselines.
We would like to know if you find this request useful for your
organization needs also. Do you tend to create streams based on
previous baselines on a regular basis? Please share your opinion with
us.

No real experience (yet...) but I assume the scenario is
clear: bug report showing that your recommended baseline
wasn't as good as you thought.
Now, you'd like to unrecommend it, but maybe you don't
have anything better to recommend (e.g. it fixed an other
bug in the previous one).
So, this request seems very reasonable to me.
I believe UCM leaves you only awkward choices there.
There will be some work to rescue the valuable bits from
the faulty baseline.
