Hardware Failure - Backup node is now master - can not advertise

I have an MP configuration.

If I migrate to the BACKUP, I can advertise a function within a server.
If my MASTER fails (hardware) - on BACKUP - tmadmin master
The BACKUP is now the MASTER.
I can not advertise a function within a server anymore.

Has anybody come across this before ?

Email preferred.
