Did your user happen to install Windows 10 on their computer?
I have an application developed using Visual C++ that calls a DLL that was created with the Matlab R2014a Compiler. This application relies on Version 8.3 of the MCR. This application was working without problems, and when I installed Windows 10 on my computer, the program stopped working The call to mclInitializeApplication fails. Recompiling did not help. Reinstalling the MCR did not help.
I contacted The Mathworks and was told that R2014a is not validated against Windows 10. They suggested I upgrade my DLL to R2015a. (That is not going to happen!) Mathworks Support sent me this link, which shows their "Platform Road Map".

As you can see, the version of Matlab you are using, R2013b-32bit, is not validated against Windows 10 either. Perhaps this is causing your problem.
I rolled my Windows 10 installation back to Windows 7, and my program started working again.
