can't get mingw gcc to work with scilab XCOS electrical demos

I'm running Scilab 5.3.1 on Windows XP, and tried to use the XCOS electrical demos, which I understand need a C compiler because they use modelica. I have mingw gcc installed, and it's in my path.

All I get is this error in the Scilab Console:

!sorry compiling problem !
! !
!A Fortran or C compiler is required. !

How do I get Scilab to recognize where gcc is installed?

Could someone please file a bug to change the error message so that it references some information for how to fix the problem? "A Fortran or C compiler is required" is of very little help. It doesn't say what kind of compilers are supported, or how to get Scilab to recognize they exist.
