Dear Dan,
The name of the Scilab function which does the equivalent of Matlab's
"deconv" is "pdiv". You can learn how to use it by using the "Help"
button on the main Scilab window.
By the way, you can discover many things about Scilab all by yourself
using the "Apropos" entry box in the Scilab Help Panel. After reading
the Matlab help on deconv I typed "division" into this box and found
exactly what I was looking for...
