I have checked the .m file. It appears that they are encoded. They are
still plain ASCII but not meant to be read by a human being. (That is
one can execute them but cannot see the code.) Therefore, the only
thing you can do is saving the .m files within an appropriate
directory on your own system and use them. I believe that the regular
notebooks must contain some explanations about how to use the
packages. (Note that I am not familiar with this package: I have just
done a search on Google with the package name as keyword.)

I seems to me that as the package is encoded there is no problem with
making it available for public download. In fact I think Springer,
the publisher of this book, often makes software included on CDs
attached to books that it publishes publicly available on its web
site (or at least it use to do so). Besides, as I wrote in my post,
the package is not really useable without the book itself. As Nabeel
has made clear to me, he has actually borrowed the book form a
library but the library staff could not find the attached CD. In this
situation I do not think there is any copyright issue involved.

Although this directory is on our ftp server, it should not have been
visible, certainly not without permission from Gerd, outside the UWA
Physics network.

I think the file permissions got changed between 1999 and the present.
