We will start an scp from one machine to another, the files in
question are 2Gb or larger. We get around 10 Megs a second for the
initial transfer, but a short time into the copy it drops to just a
few K per second..
I will log into the machine and poke around. Usually I'll do some
kind of 'df' or a 'ps' and shortly after the copy will go back to it's
10 Megs/sec.
I initially thought that the machine might be going into some kind of
sleep mode, but I have no power management turned on, and nothing else
seems to slow down. An rcp does fine between machines with no slow
down.
All machines in question are using RedHat AS 2.1, using their compile
of openssh 3.1p1-6, and their kernel 2.4.9-e.16smp which should be the
latest of all their RPMS.
I would be very thankful for any pointers anyone may have to help me
solve this problem.

Does it also happen with smaller files (500 MBytes or so)? Does the
same problem occur if you use sftp instead? If you just push the data
manually (as in ssh host cat file or cat file | ssh host 'cat - >file')?
