putty works fine, but plink says "Access denied" twice

I'm trying to get remote file access working from Cygwin Emacs to a
Unix box. It uses Putty plink under the covers. I have no trouble
connecting to this box using Putty, using ssh. When I try to run
plink manually with the approximate command line that Emacs is using,
it gives me the expected "login as" and then "Password" prompts, but
then it prints the host-specific "welcome" messages, and then says
"Access denied" twice and then gives me the "Password" prompt again.
Reentering the same password just repeats "Access denied" and the
password prompt. I have a feeling this might be why Emacs is hanging
when trying to access the box.

Any ideas why plink is doing that?
