What are the consequences of having the page with your webform in a
secure socket https but the link the script handling the form is not
an https url? Is that totally useless or is there some security
there. Please excuse my ignorance!

If the form is sending sensitive information, then that is pretty
useless. If the form is not handling sensitive information, then
the SSL certificate has at least adequately identified the site.
