Does the page
http://www.mozilla.org/projects/security/certs/policy/InclusionPolicy.html
answer your question?

While that discusses Mozilla's policies regarding inclusion of an
existing root certificate into their distributed store, probably the
OP wanted to know what it took to get the root certificate in the
first place (which could then be possibly added to Mozilla's
products).

http://www.sslshopper.com/article-trusted-root-signing-certificates.html
http://technet.microsoft.com/en-us/library/cc751157.aspx#EAAA
http://www.instantssl.com/ssl-certificate-products/rootkey.html

Since the question arose from a BS session between the OP and a
friend, I doubt either of them would qualify to obtain a root cert.
Or did the OP or friend actually contemplate the financial outlay
needed to become a CA (certificate authority)? Good luck finding the
venture capital and the expertised manpower to become a CA.

Nothing. But you need to provide a costly audit report (and retake the audit
every year).
