Obtaining syskey and decrypting the hashes...

Hi,
I have been asked to write a report on "Strong password usage" In my
organization...
Not bieng able to get access to an admin account, I was wondering if I
cold do this by obating the encrypted hashes from SAM file and manually
decrypt them using SYSKEY, befor feeding them to something like L0pht or
John.
How do I obtain the SYSKEY and then dycrypt? (I thinkt they use rc4)
