Bayesian Landmark Learning question

I am trying to use the concept introduced in the Sebastian thrun paper
about Bayesian Landmark learning. http://citeseerx.ist.psu.edu/viewdoc/summary?doi=10.1.1.40.2548


I have just one question. If we receive continuous sensor readings,
and never move. Would not our belief become unity or 1? and if that is
the case wouldnt we get saturated and if we were to move our belief
would not change.

Just to clarify, I am not talking about a distribution of belief (i.e.
the mean of the gaussian) but just a single valued belief about a
bimodal hypothesis.
