This is a formal Request for Discussion (RFD) for the creation of a
world-wide unmoderated Usenet newsgroup comp.os.ose. This is not a
Call for Votes (CFV); you cannot vote at this time. Procedural
details are given below.

RATIONALE: comp.os.ose
The OSE operating system from Enea Data is a real-time operating system,
suitable for embedded systems. OSE is very widely used in industry, especially
in the telecommunications industry. .
There is currently no specific Usenet forum for discussion of OSE
related technical issues. Posts related to OSE appear in
comp.realtime, comp.arch.embedded, and occasionally in newsgroups for
other similar real-time operating systems such as comp.os.vxworks, comp.os.psos.
This forum will allow users of the OSE operating system to network,
share ideas with their peers, solicit advice from experienced OSE
developers, and locate information in an efficient manner.
CHARTER: comp.os.ose
As an unmoderated group, comp.os.ose will be open to discussion on
all technical aspects of the Enea Data real-time operating system,
OSE, and other related products such as compilers,
debuggers, and integrated development environments.
The newsgroup's purpose will include, but not be strictly limited to:
1. Technical issues related to the OSE operating system and it's
components
2. Technical issues related to developing application software for OSE
3. Technical issues related to developing device driver software for OSE
4. Technical issues related to porting OSE to new hardware
5. Technical issues related to development tools for OSE, and the
Illuminator debugging environment.
6. Issues related to older versions of development tools and/or
environments.
7. General questions and requests for information on OSE and on OSE
related issues.
The newsgroup is not intended for advertising of any
sort. Specifically excluded from the newsgroup are:
A. Advertising of products or services.
B. Recruitment announcements.
C. Posts containing large binary attachments. Authors should upload
this material to an FTP or WWW site and post a pointer to the material.
PGP signatures included in posts are acceptable

PROCEDURE:
This is a request for discussion, not a call for votes. In this
phase of the process, any potential problems with the proposed
newsgroup should be raised and resolved. The discussion period
will continue for a minimum of 21 days (starting from when the
first RFD for this proposal is posted to news.announce.newgroups),
after which a Call For Votes (CFV) may be posted by a neutral vote
taker if the discussion warrants it. Please do not attempt to vote
until this happens.
All discussion of this proposal should be posted to news.groups.
This RFD attempts to comply fully with the Usenet newsgroup creation
guidelines outlined in "How to Create a New Usenet Newsgroup" and
"How to Format and Submit a New Group Proposal". Please refer to
these documents (available in news.announce.newgroups) if you have
any questions about the process.

No, it's not. RFDs are posted to news.announce.newgroups in addition
to news.groups. They also have a specific fixed format, which this
one isn't.
