Hi,
I've got a comp with Win7 installed in other language than English. I
want to have the Scribus software in English.
When I install it I've got options to change the language before
installation. The installer takes the default language from the
computer system. Installation begins and ends normally after I change
the installation language to English. But when I start Scribus, it
runs in the default system language. I want to run it in English. HOW
TO DO IT?

Try this: File -> Preferences -> General: Language
