ntp-4.0.92 is available for testing...

I'd like to get 4.1.0 released within the next few weeks.

While I'm waiting to resolve the MCAST issue under Dynix/PTX (or
whatever), I thought I'd send this out for testing. I gather that some
new PARSE stuff is also about to arrive.

If you're running Linux and are wondering why ntptime doesn't compile,
it's a bug in the sys/timex.h header. Don't complain to us about this.

Huh? My non-existent ntptime binary might not have compiled, but it sure says:
