This may or may not be a problem. Net congestion is frequent.
It may be a problem if your loss is consistent, and if your pinging
the far end of the PPP connection.
Some of the fault items I noted above could result in sporadic

In that case, match as many of the Windows settings with your Linux settings.
That includes the modem init string which you can find somewhere in
the Windows registry.
Windows requests asyncmap a0000.

This is ok when the subnetting results in a hostid field
that exceeds 8 bits.

It's normal, since it appears that you requested it.
You must have included lcp-echo-interval 30 as one of your options to pppd.
