doubts related to ANR Routing labels in Network Layer Header (IBM-SNA)

Hello,
I have few doubts regarding ANR Routing labels in Network Layer
Header. According to the routing label details given in link
http://publibz.boulder.ibm.com/cgi-bin/bookmgr_OS390/FRAMESET/D50A5006/2.5
, either NCP Subarea rouing or VTAM BNN labels start with nibble
"1000" (binary). If that is the case, how can we differentiate between
these two labels and find out which one is which label.
