Default sortlist in BIND 4.9.x resolver?

Does the BIND 4.9.x resolver employ a default sortlist for multi-homed
servers, or is an explicit "sortlist" directive in /etc/resolv.conf
always required? If a server is on the same subnet as the client,
will the client automatically pick that one first? Or is it necessary
to have a different /etc/resolv.conf for every subnet in order
to have things sorted properly?
