You would need to use a dynamic IP naming service. Monolith used to do
this, I'm not sure if they do it anymore.

No, your ISP does not have to be involved in order to register a domain
name. There are several organizations that will let you use their servers
- try http://soa.granitecanyon.com/
You may need to coordinate it with your ISP if they are providing
IN-ADDR nameservice for any IP addresses you may be using.
