how do i get a domain name?
i have fixed ip's but i want the world to have a name to go to.

How much do you care about what the name is? If you want your own
domain in .com, then you need to go through InterNIC and set up your
own servers for the DNS data. If your own .US domain is enough, you
can do this for free, or nearly free, and in most parts of the tree,
the provider will also manage the domain servers. If you'll accept a
subdomain of another, e.g. yourname.ml.org, there are several services
that you can use over the web to set this up.

You would need to use a dynamic IP naming service. Monolith used to do
this, I'm not sure if they do it anymore.

No, your ISP does not have to be involved in order to register a domain
name. There are several organizations that will let you use their servers
- try http://soa.granitecanyon.com/

You may need to coordinate it with your ISP if they are providing
IN-ADDR nameservice for any IP addresses you may be using.
