Are secondary servers authoritative?

Simple question that I've searched for and can't find a straight
answer. If server ns2.acme.com is a _secondary_ server for the domain
acme.com (perhaps the primary is ns1.acme.com), should ns2.acme.com be
returning authoritative or non-authoritative responses to queries for the
domain acme.com?

Authoritative.

If the zone expires, the slave server will start returning
non-authoritative answers.

Yep, secondary servers should return authoritative answers.

To the outside world, there is no distinction between secondary and
primary name-servers. They both answer authoritative in the example you
specified.
