Does anyone know where I can download free (perhaps open source) MWL
and MPPS server software for the purpose of validating my SCU?

I am looking for something that is simple to install and get up and
running on a Windows XP or Windows 2003 platform.

Personally, Java doesn't cut it for me, so I am looking for something
else.

Any suggestions are appreciated.

again, I would like to suggest DVTk (www.dvtk.org) - there is a RIS and
a Modality Emulator application that should match your requirements
pretty well.
