Is it valid to have "SR"/"CR"/"DX"/"OT" or any other modality value for a dicom file which is in format encapsulated pdf?

Yes. As you can see in PS3.3, Table C.24.1 you can choose from any attribute value that is allowed for the General Series Module as well and defined in PS3.3, C.7.3.1.1.1 Modality

Formally valid, but "CR"/"DX" would be rather be misleading, because users would expect a Series with X-Ray images. For general PDF documents I would recommend using "DOC" for Document.
