With scanners such as the Epson V39, what is limiting the speed of the scan--the paltry power
from the USB port, or the throughput of the USB2 port? Or something else?

Excuse the pun.
Usually it is the lack of power from the USB.
But this type of scanner hardly ever scans fast.
In fact, scan speed has been tremendously bad throughout the years, with few (expensive!) exceptions...
