Could you report whether you've got the same problems or not?

I've always had problems cancling print jobs and can't see that much
difference between Win98 and Win95 in this respect.
You can change the default page printing order easily...
Double click on the printer icon
Select Printer -> Printing Preferences -> Layout Tab ->Page order button.

My wife prints to it through our home LAN using 98SE, also no problem.
I have experienced the print cancellation issue mentioned elsewhere.
More important, it can be almost impossible to reset the printer after
an aborted print job -- it just keeps spitting out pages. However, I
view this as a printer problem, not an OS problem. Sometimes I have to
pull the plug on the printer and then restart my computer in order to
get the printer behaving again.

The easiest way to kill a print job is to restart the print spooler.
Start > Run > net stop spooler
wait about 5 seconds
Start > Run > net start spooler
wait another 5 seconds and you can start printing again.
If you go to the HP driver site, there is no driver for the 895 cxi, just
some troubleshooting info which does not in any way adress this problem.

This seems to be a long-standing fault of HP printers - my
660C occasionally does this, but only when I'm using a
WINOS2 app, not when I use an OS2 app, so it's at least
partly an applications+OS problem. Note that WINOS2 is
actually a version of Win3.x.
