Make sure you don't have anything obstructing the paper of head carriage
path, such as pens, batteries or other objects that sometimes fall into
the carriage area.

If everything is clear:

Take a quality paper towel and mildly dampen it with rubbing alcohol,
and clean any guide the head carriage moves on. If the surface had
grease on it, us a bit of medium white grease to replace it. If the
surface appeared to have oil on it, use sewing machine or similar light
weight machine oil.

The last possibility I can think of offhand is that the head control
band may be dirty. This is a small greyish transparent strip that runs
the length of the printer behind the head carriage unit which may have
become contaminated with ink or have slipped out of place or the spring
let go on one side.

Clean this very carefully with a cotton swab and rubbing alcohol, and it
it became dislodged, reconnect it, making sure not to bend or damage the
band.

In addition to what Art has suggested, I have seen several Epsons that exhibit
this problem caused by the latch that holds the carriage in the home (capped)
position. Sometimes the latch is out of "sequence". Removing the covers and
manually releasing the latch and then pushing the carriage across the printer
usually fixes it.

Yes, likely that. It could also be the head lock is jammed from dried
ink coming off the ink wiper, which can contaminate the locking device.

Basically, the printer is likely trying to protect itself from breaking
or stalling the motors. It can be an electronic problem with the sensor
which reads the position of the head carriage also, but let's go one
step at a time. Most people who email me about these types of problems
find paper clips, staples, batteries, cat toys, pens and pencils and
other things blocking the head carriage path once I suggest they look
more closely.

I found the problem for my printer was that the counter needed to be reset. This solved the issue after I had taken the printer apart! ugh :)

Hope this helps someone

Kind of hard to see how it would after more than SEVEN YEARS. You DID
notice you were replying to a post from July 2009, didn't you?
