pages on one sheet:
Current layout:
p.1 p.2
p.3 p.4
Desired layout:
p.1 p.3
p.2 p.4
Obviously this won't help you out, but that feature is built into the latest
Macintosh printer drivers. You can even print up to 16 pages on one page, but
it becomes quite unreadable at that point.

Might be a long shot but:
Try searching the web for a program that prints booklets.
When you print a booklet you are printing 4 pages at once, 2
side-by-side on the front and 2 on the back. Then the pages are stacked
with other pages, folded and stapled in the middle. You might be able to
find a freeware/shareware program that would let you layout the pages
anyway you want (4 by 4 for example).
