I guess it all depends on the effect you're trying to achieve. My husband
is a comic book artist and we use "Great White" Inkjet paper. All of his
work prints out nice and crisp looking, and this brand of paper is acid-free
for archival purposes. I bought it at Wal-Mart for $4 a ream (not a bad
price for the quality).
If you want to frame your work, you could always buy some colorful mats to
compliment your work. Heck, you could even doodle on the mat itself and
make your cartoon that much more unique.
I hope this has been helpful to you, and good luck with your projects :)

Having run all sorts of things through both my laser printer and my ink
jet, with varying degrees of success, I'd suggest using a good,
high-quality white or off-white inkjet paper for the print job, and then
perhaps layering it onto something with more color/texture to add visual
interest for framing.

They have a good selection of art papers, and a lot of information
about using them with inkjets. They also have sampler packs.
