Do the newer HP printers ( and other brands) not only print photos off the cards, but also work as standard card readers, so I can get the photos off the card and onto the hard drive, thus saving money on a card reader?

The Epson's work that way. It shows up as a removable hard drive.

Yes, when I stick in my memory card into my Photosmart 7350 it shows up as a removable drive.

My Hp psc 2175 does and it appears as another drive when turned on. One problem I had my Kodak DC120 puts pictures on card as Kodak format pdc or what ever they call it, Compact flash card. I can d l into computer with it tho and a whole lot faster than camera cable.
