it looks like you are correct.
I also checked with Static Control Corporation and they do not have the gears.
Hopefully someone else here will have some better news for you.

At least a new one should have the gear and you can refill it a couple of
times...hopefully.

My thinking is you could, if you want to, install the gear from a worn out
normal cartridge, and install it on the starter.
