Only if the same printer engine is used in that printer (eg. several brands
use the model of Canon engine). Otherwise, absolutely not: different
particle size, fusing temperature, maybe it has the developer mixed in,
etc.

Toner is different not only for each manufacturer, but from cartridge
to cartridge from the same manufacturer. Toner basically must develope
an electrostatic charge thru friction with itself and a developer roll,
then have the correct level and polarity of charge to be attracted to
the image area on the photoconductor drum, and later transfer from the
drum to the paper. Then, it must melt at the proper temperature in the
fuser section of the printer for which it was intended for good bond
with the paper.
Some toners contain iron oxide, others do not. Additives are added to
toners so they will perform acceptably over a wide range of temperature
and humidity in the printer environment.
Toner manufacture is highly technical and requires lots of R&D to produce
a really good product. That one reason why so many refilled cartridges
print poorly.

I've been doing business with them for years. Their toner for my
Panasonic works just as well as Panasonic's "genuine" toner at three
times the price.
They used to sell directly to "end user". I am still on their list
having been a dealer and still occasionally "reselling".
If necessary you can "start" a business. To really start a business
legally and officially generally requires only a business license and a
tax number. Cost of doing that can be as little as $5.00. Then you are
"in business" for as long as you want to be. Be careful of the state tax
number however. State of Washington requires a report every 3 mos if you
are on their active list. Get on and then get off will work.
