There is no such thing, other than the one that Wind River includes
for free with every real target development system. That, of course,
is not really free since you have to pay for the target development
system.
If you are a student at a bona-fide academic establishment, you might
want to see if one of your professors/supervisors will sign up for
Wind River's university programme - that will get them a free
environment to use for academic projects.
If not, and you are just looking to get into embedded development, I
would suggest trying one of the many free RTOS kernels, or try playing
with embedded Linux or NetBSD.

You should buy a copy from Wind River.
I can't see the original posting. Forget about windows. There is a free
emulator for Linux/RTAI. Take a look at www.rtai.org
