The ntp log file shows a -6 hour offset from GMT
* Timezone Differential Factor is -21600
* basetime: NTS offset is 847000800.000000
The various logicals are set to -7

"UCX$NTP_TZ" = "-070000"
"UCX$TDF" = "-7"
"UCX$TZ" = "MST7MDT6,M4.1.0,M10.5.0"
DTSS is not running, but ntpd appears to be using its offset:

Aside from commenting out in net$dtss_clerk_startup.ncl, how can the
system be told to completely forget about DTSS and use ntpd?

The timezone logicals used by DTSS and UCX NTP have been discussed quite
recently in this newsgroup. Unless I'm confused right now (which might be a
possibility!), you need to look at SYS$TIMEZONE_DIFFERENTIAL. It is being
used by UCX NTP on your system.
This is covered in Digital TCP/IP Services for OpenVMS Management -
6.4.3.1 Defining Time-Zone Offsets
If you have access to the web, you can look up the previous posts.
