ntpd vs DTSS

Trying to solve an ntpd mystery:

The ntp log file shows a -6 hour offset from GMT

* Timezone Differential Factor is -21600
* basetime: NTS offset is 847000800.000000

The various logicals are set to -7

Hera $ sho logi ucx$*tz*,*tdf* /sys

(LNM$SYSTEM_TABLE)

"MCC_TDF" = "-7:00"
"UCX$NTP_TZ" = "-070000"
"UCX$TDF" = "-7"

DTSS is not running, but ntpd appears to be using its offset:

Aside from commenting out in net$dtss_clerk_startup.ncl, how can the
system be told to completely forget about DTSS and use ntpd?

FWIW, -21600 ( seconds) = -6 hour. You might want to
change that factor, if that is possible...

All this timezone stuff can be quite confusing can't it? :-)

The timezone logicals used by DTSS and UCX NTP have been discussed quite
recently in this newsgroup. Unless I'm confused right now (which might be a
possibility!), you need to look at SYS$TIMEZONE_DIFFERENTIAL. It is being
used by UCX NTP on your system.

6.4.3.1 Defining Time-Zone Offsets
