一對沒身分證、無國籍的兄弟，在馬來西亞混雜各國外勞的富都巴剎社會底層中，苟延殘喘的生存長大。吳慷仁飾演的啞巴哥哥，甘於接受命運的安排，陳澤耀則演出不願向現實低頭的弟弟，卻因為兩人尋找原生父母和出生證明的過程中，捲入了一場命案，而陷入水深火熱的命運捉弄。

導演王禮霖說到創作緣起，故事背景之所以選擇俗稱「富都」的巴剎地區，是經過充分田野調查後的決定，該地點位於吉隆坡市中心，古老的菜市場過去曾經輝煌，現在周邊被高樓大廈包圍，富都卻變得破落不堪，有不同人種交匯，讓王禮霖抓住許多靈感。王禮霖透露片名由來：「富都是一個蠻很諷刺的地名，這班人明明很窮，住的地方卻叫做富都，是一個很大的對比。

這部電影講述的是愛，內心沒有愛支撐，可能就沒辦法在殘酷不公的社會環境活下去。人的愛往往可以拉著我們，讓我們更堅強去面對，在電影裡面這兩兄弟沒有身份，遇到現實生活壓力，最後凝聚他們在一起的就是愛。未來這也是我創作題材很重要的命題。」希望專注呈現人與人之間的情感。

金鐘影帝吳慷仁為了完美詮釋土生土長的馬來西亞人，特地提前2個月赴馬來西亞實地考察，了解當地人生活，並與演弟弟的陳澤耀培養感情，為了角色努力瘦身和曬黑，減重超過8公斤以上，還把自己曬黑到還被當地人以為是同鄉，對他講馬來語，成功擺脫「台味」，也再次證明吳慷仁發揮接戲拼命三郎的性格。
