In the vast majority of cases, the solution is to properly reinstall xlive.dll on your PC, to the Windows system folder. Alternatively, some programs, notably PC games, require that the DLL file is placed in the game/application installation folder.

Error codes (like "xlive.dll is missing") are an issue for some people and should also be resolved by these steps, but I did not experience any error codes. A fake version of xlive.dll that allows you to play fable 3 single player without having games for windows - live installed. It fairly obviously isn't compatible with any multiplayer elements, and you wont be able to download any dlc/patches in game, whether free or otherwise.
