There is a set of warptips on software.watson.ibm.com that has some
common problems listed and work arounds. That may help to determine
the cause of your installation problem.

It may just be a typo in your message, but the correct setting with an
SB16 MCD card is
BASEDEV=SONY31A.ADD /A:0 /P:0230
This worked for me. The Warp install program only put
BASEDEV=SONY31A.ADD
I'm assuming you have the CD drive data cable connected to the SB16
card. If so you need to set a jumper on the SB16 card to SONY. If you
have the CD drive connected toa separate controller card, not the SB16,
you need to set the /P:xxxx to the correct address for that card.
I don't think it matters where in the CONFIG.SYS file the driver is
mounted.
