meta key in emacs?

I'm using the 20.6 version of Emacs for OS/2. Is there any way of enabling
the <alt> key to act as meta? I'm growing tired of using <esc> and would like to use
the same arrangement I have under unix. I did some google searches and there
were some references to an emx-meta.el lisp file that I could load up in my .emacs
but I haven't been able to locate the file (assuming it works).
