For beginner's the GNU C++-Compiler is _IMHO_ the best choice!
It's the cheapest there is ( 0.00 !!! ) and is one of the fastest compilers
there is.
You can get it from nearly every OS/2 - FTP - site ( e.g. ftp.leo.org )

P.S.: Try to get the book "OS/2 Programming" from Charles Petzold (very good)
