I found a how-to here:
http://www.anandtech.com/guides/viewfaq.html?i=42
I followed the directions, and came up with the following config
files:
autoexec.bat
@ECHO OFF
LH C:\WINDOWS\COMMAND\MSCDEX.EXE /D:IDECD001
LH C:\WINDOWS\SMARTDRV.EXE
LH C:\MOUSE\MOUSE.EXE
C:\ESSOLO.COM
SET BLASTER=A220 I5 D1
config.sys
DEVICE=C:\WINDOWS\HIMEM.SYS
DEVICE=C:\WINDOWS\EMM386.EXE
DOS=HIGH,UMB,NOAUTO
STACKSHIGH=0,0
BUFFERSHIGH=10,0
FCBSHIGH=1
FILESHIGH=30
DEVICEHIGH=C:\WINDOWS\IFSHLP.SYS
DEVICEHIGH=C:\WINDOWS\SYSTEM\CPQIDECD.SYS /D:IDECD001
This setup works almost perfectly. The one problem is this: the game
does not detect my joystick (a Logitech WingMan Interceptor),
rendering the game more or less unplayable. This problem exceeds my
knowledge of DOS and computers in general. I have found no relevant
resources on the internet or in print.
The last time I was able to run TIE Fighter in a windowed DOS session,
I believe I was able to use the joystick. It was a very long time
ago, however, and I can't be sure.
As I see it, there are two ways to solve my problem: fix the Stack
Overflow error, or get the joystick working for full DOS mode. Any
help with either issue would be greatly appreciated. I would be happy
to provide more information, as well.

You also can try to simply add the following line to your autoexec.bat
c:\windows\win
this way, windows is loaded along with the new config files.
This works for example when your Joystick is simply not supporting DOS or
works with USB.
I hope it works, and if so, have a lot of fun killing TIE fighters.

Although the joystick problem itself has not been resolved, LucasArts
Tech Support has offered to upgrade me to the Windows 9x re-release of
TIE Fighter for a very reasonable price of $5. This way, I will be
able to use my joystick, and not have to reboot every time I want to
play the game.
Thanks for your advice, CyberSword. :)
